CS FOR SENATE BILL NO. 28(FIN) was before the Senate on reconsideration. Senator Donley offered Title Amendment No. 1: Page 1, lines 1 - 2: Delete "relating to transfer of motor vehicle ownership and motor vehicle emissions inspection" Insert "requiring emissions inspection upon certain transfers of motor vehicle ownership; relating to fees for registration not conducted at a motor vehicle emissions 1995-05-01 Senate Journal Page 1395 SB 28 inspections station and fees for motor vehicle emissions control programs; limiting motor vehicle emissions inspection to not more than once every two years and imposing a penalty for operating a motor vehicle in violation of emissions requirements" Senator Donley moved and asked unanimous consent that Title Amendment No. 1 be adopted. Senator Halford objected, then withdrew his objection. There being no further objection, Title Amendment No. 1 was adopted. The question to be reconsidered: Shall CS FOR SENATE BILL NO. 28(FIN)(title am) "An Act requiring emissions inspection upon certain transfers of motor vehicle ownership; relating to fees for registration not conducted at a motor vehicle emissions inspections station and fees for motor vehicle emissions control programs; limiting motor vehicle emissions inspection to not more than once every two years and imposing a penalty for operating a motor vehicle in violation of emissions requirements; and providing for an effective date" pass the Senate? Senator Duncan moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered and the bill was referred to the Secretary for engrossment.
